Rijeka without wind
As far as I can remember on the Adriatic Sea, the more north one goes the less wind one can find in the winter season. I have been to Slovenia in training camps before. If the wind was strong when it was blowing but usually it was not. In addition, the city sponsors the competition if it is organized inside the harbor.
